The Champion of Aviation Safety

Interview of Sh. A. K. Chopra Joint Director General of Civil Aviation, India

CCT#   How safe is Indian Aviation when compared to other countries?  What is our track record in India vis-à-vis the world in safety culture?

AKC# As per our current statistics our accident rate matches with the worldwide record which can give us some satisfaction. However, if we see our track record of safety culture and analyze the trend, situation is far from satisfactory.  Our safety trend does not show improvement rather year 2011-2013 are going to be critical for Indian aviation safety unless we really introduce safety culture right now.

CCT#   As Regulating Authority of Indian Aviation what are the plans for small air strips private and Government?

AKC# The small strips in private and Government sectors are not a part of master plan of aviation development at present. However policy on these is that if any State Government or private person is ready to develop it we encourage that one but they need to obtain licence from DGCA.

CCT#    What are the plans for modernizing DGCA?

AKC# Government has recently sanctioned more than 450 posts for DGCA.  This will take care of our future manpower requirements.  DGCA is trying to establish a training college for initial and recurrent training of our officers in various fields.  An ambitious programme for e-governess has been planned and is likely to be implemented shortly at a cost of almost 300-400 crores rupees which will make all functions of DGCA on-line.  Efforts are also on to convert DGCA to Civil Aviation Authority.

CCT#   Your most exciting and memorable moment in aviation?

AKC# There are so many, difficult to pinpoint a single one.

CCT#    Your favorite holiday destination and favorite dish.

AKC# Favorite Holiday destination is any hilly Resort and all Punjabi dishes are my favorite.

CCT#   Little bit on your family?

AKC# I have a nuclear family consisting of self, wife and two daughters.

CCT#    Your message to Indian Aviation an Air Traffic Controllers.

AKC#  Indian Aviation is in financially down trend at the moment, which is a time considered bad for the flight safety.  A cautious approach is the need of the hour.  Air Traffic Controllers for this period should know their limits and should refuse to stretch beyond that.  It is my experience that when things are stretched outside one’s capacity to accommodate, disaster is eminent.
